NCHRP 51-13 Synthesis – Load Rating of Bridges and Culverts with Missing or Incomplete As-Built Information

Load rating bridges with missing or incomplete as-built information (BWOI) presents a unique challenge to bridge owners. The AASHTO Manual for Bridge Evaluation (MBE) provides general guidance on how to handle these bridges, but it is up to the states to decide exactly how the rating is completed. Consequently, states have developed their own procedures that vary widely in approach and level of detail. This presentation summarizes the results of a project to determine the current state of practice of load rating BWOI. The project included a literature review, a survey of state agencies, follow-up interviews, and presentation of example cases provided by the states. The national survey found that nearly all states have some BWOI and the total number in the U.S. could possibly exceed 100,000. The most common types of BWOI include reinforced concrete slab, culvert, and girder bridges. A slight majority of states reported having a documented procedure for load rating BWOI. Procedures for load rating BWOI were placed into five categories: Engineering Judgment – Undocumented, Engineering Judgment – Documented, Assigned Rating, Design Load Rating, or Field testing - Documented. Seven examples were presented that illustrate the range of approaches, from strict engineering judgment, to proof load testing. The findings of this research are summarized in this presentation.
