South African cities' revenues grew by 5.7%, while their operating surpluses reached 4.2% in 2020. However, there is a misalignment of policy, budgets and planning and contradictions between the municipal revenue and funding model that need to be addressed, says urban information exchange organisation the South African Cities Network (SACN).
